What If You’re an Immigrant and Need OSAP?
If you’re new to Canada and want to go to college or university, OSAP can help — but only certain immigration statuses qualify.
You Must Be One of the Following:
- Canadian citizen
- Permanent resident (PR)
- Protected Person / Convention Refugee
OSAP accepts the following documents as proof of Protected Person status:
- Verification of Status (IRCC)
- Notice of Decision (Immigration and Refugee Board)
- Protected Persons Status Document (before Jan 1, 2013)
- Refugee Travel Document
Documents You Need Before Applying
- A Social Insurance Number (SIN) — If you don’t have one, apply for a temporary SIN starting with “9” through Service Canada: Service Canada — SIN Information.
- One of the Protected Person documents listed above
If You Are Experiencing Homelessness
You can still apply for OSAP without a permanent address. Your school’s financial aid office can help you submit documentation and explain your situation.
Not Eligible for OSAP:
- International students with study permits
- Refugee claimants whose case has not been decided
